2C-B-FLY

2C-B-FLY is covered in Austria as a phenethylamine derivative under Anlage II of the Neue-Psychoaktive-Substanzen-Verordnung. The annex covers every compound derivable from a phenethylamine core, including one with a heterocyclic or polycyclic ring system in place of the phenyl structure; this encompasses 2C-B-FLY’s tetrahydrofurobenzofuran-substituted phenethylamine structure. Under the Neue-Psychoaktive-Substanzen-Gesetz, producing, importing, exporting, supplying, or procuring a covered substance for psychoactive human use for gain is punishable by up to two years’ imprisonment, and the substance may be forfeited.

2C-B-FLY is not named in Lista F2(a); it is covered by the generic phenethylamine structural class in Lista F2(d). The current ANVISA consolidated annex retains control of a 1-feniletan-2-amina bearing one or two furan, dihydrofuran, or tetrahydrofuran groups formed at adjacent ring carbons; PubChem identifies 2C-B-FLY as 2-(4-bromo-2,3,6,7-tetrahydrofuro[2,3-f][1]benzofuran-8-yl)ethanamine, which has that benzodifuran/phenethylamine arrangement. RDC nº 581 altered F2(d) and entered into force on 3 January 2022; later official updates, including the current version, retain the same operative class. The current F2(d) also excepts substances described nominally elsewhere in the regulation and registered-Anvisa medicines fitting items b–d; neither exception identifies 2C-B-FLY itself.

Chile classifies 2C-B-FLY as a narcotic or psychotropic substance capable of causing serious toxic effects or considerable harm to health under Article 1 of the Regulation of Law No. 20,000. The listing was added by Supreme Decree No. 220 of 2022, published on 13 September 2022. Unauthorized manufacture, preparation, extraction, importation, exportation, transport, acquisition, transfer, possession, supply, sale, or distribution of Article 1 substances is punishable under Law No. 20,000.

2C-B-FLY is covered by the Netherlands' generic ban on substances derived from 2-phenethylamine because its tetrahydrobenzodifuranyl ring system and 2-aminoethyl side chain fall within the structure group in Lijst IA. Since 1 July 2025, the Opiumwet prohibits importing, exporting, preparing, processing, selling, supplying, transporting, possessing, or manufacturing a substance in that group or a preparation containing it. Intentional contravention is punishable by up to six years' imprisonment or a fifth-category fine.

Argentina's current individual-substances schedule retains 2C-B-FLY in Annex I, as substituted by Decree 122/2026; it is listed by name and chemical designation rather than controlled only through an analog or group definition. Article 2 of the underlying Decree 560/2019 treats substances in Annex I as "estupefacientes" for the ninth paragraph of Penal Code article 77. Decree 122/2026 was published on 2 March 2026 and entered into force the following day, so the current replacement annex—not the unqualified 2019 annex—is the operative schedule.

2C-B-FLY has been expressly listed in Annex 4 of the Czech Government Regulation on lists of addictive substances since the 1 July 2022 amendment and remains in the current consolidated regulation. Its unauthorized possession in a small amount for personal use is an administrative offence under Act No. 167/1998 Coll. § 39(2)(e), while Criminal Code § 284 criminalizes unauthorized personal possession only in an amount greater than small. Accordingly, this decriminalized classification is limited to small-amount personal possession; it does not authorize supply, commercial dealing, import/export, or other unauthorized handling of the scheduled substance.

2C-B-Fly is expressly named, together with its chemical name, in the Annex to Decree 1130/2014; the original decree entered into force on 20 December 2014, rather than first adding it in 2015. The Annex was replaced by Decree 152/2025, effective 5 May 2025, and still expressly lists the exact substance. The later 2026 amendment removed only 4-BMC, 2-MMC and NEP from this consumer-market list for transfer to the narcotics decree, so it did not remove or reclassify 2C-B-Fly. Finland's Ministry of Social Affairs and Health states that manufacture, import, storage and placing these listed psychoactive substances on the consumer market are prohibited; this is distinct from the narcotics category.

2C-B-FLY is a hallucinogenic substance and therefore falls within the Act's functional definition of a psychoactive substance, subject to the Act's exclusions. Ireland prohibits its sale or supply, and its import or export, where the actor knows or is reckless that it is being acquired or supplied for human consumption. This is not a blanket possession offence: section 3 does not prohibit simple possession, and the Act excludes a substance that is already a controlled drug; the current 2022 controlled-drugs designation and its 2025 amendment do not name 2C-B-FLY.

2C-B-FLY is a designated drug (指定薬物) under the Ministry of Health, Labour and Welfare ordinance, which lists it by its chemical name and salts; the Ministry’s current list records the designation date as 10 February 2016. Except for specified medical and other authorized purposes, Japanese law prohibits manufacturing, importing, selling, supplying, possessing, purchasing, storing, or displaying designated drugs and products containing them; the Ministry states that the general penalty is up to three years’ imprisonment, a fine of up to ¥3 million, or both.
