3C-P

3C-P is not separately named in the current federal controlled-substance schedules. Since October 27, 1986, 21 U.S.C. §§ 802(32) and 813 have treated it as a Schedule I controlled substance only to the extent that it is intended for human consumption and satisfies the statutory definition of a controlled substance analogue, including the applicable structural and effects-or-representation elements and exclusions. For a qualifying analogue so intended, § 841(a)(1) prohibits knowing or intentional manufacture, distribution, dispensing, and possession with intent to manufacture, distribute, or dispense, while § 844(a) prohibits unauthorized knowing or intentional possession; under McFadden v. United States, a § 841(a)(1) prosecution requires proof that the defendant knew the substance was controlled under the Controlled Substances Act or the Analogue Act, or knew the specific features that make it a controlled substance analogue. This classification concerns United States federal law only and does not establish the law of any state, the District of Columbia, territory, tribal jurisdiction, or locality.

3C-P and its salts are listed as designated substances under Article 1, item 182 of 医薬品、医療機器等の品質、有効性及び安全性の確保等に関する法律第二条第十五項に規定する指定薬物及び同法第七十六条の四に規定する医療等の用途を定める省令（平成十九年厚生労働省令第十四号）, which expressly names 1-(3,5-dimethoxy-4-propoxyphenyl)propan-2-amine. The designation took effect on 10 March 2018. Manufacture, import, sale, transfer, possession, purchase, acquisition, and use are prohibited when intended for, or undertaken for, purposes outside the medical and other uses permitted by ministerial ordinance.

3C-P is a Class A controlled drug under Schedule 2 Part I paragraph 1(c) of the Misuse of Drugs Act 1971 because its alpha-methylphenethylamine structure bears three alkoxy ring substituents. The generic class has applied since 20 September 1977. Subject to applicable regulations, licences, exceptions, and statutory defences, import, export, production, supply, and possession are prohibited.
