A-PHP

Under 21 CFR § 1308.11(d)(95), alpha-pyrrolidinohexanophenone, also known as alpha-PHP and 1-phenyl-2-(pyrrolidin-1-yl)hexan-1-one, is listed in federal Schedule I as DEA controlled-substance code 7544. Its permanent placement took effect on June 1, 2022, following temporary Schedule I placement beginning July 18, 2019. Federal controls cover possession, manufacture, distribution, reverse distribution, import, export, research, instructional activities, and chemical analysis. The listing includes its optical, positional, and geometric isomers, salts, and salts of isomers when their existence is possible within the specific chemical designation; this classification concerns federal law only.

Alpha-PHP has been listed by exact name as α-Pyrrolidinohexanophenon, α-PHP in Anhang IV.1 of the Suchtgiftverordnung since 1 January 2021. Under § 27(1) of the Suchtmittelgesetz, unauthorized acquisition, possession, production, transport, import, export, offering, transfer or provision is punishable by imprisonment for up to one year or a fine of up to 360 daily rates. If the offence is committed exclusively for personal use, § 27(2) provides for imprisonment for up to six months or a fine of up to 360 daily rates.

ALFA-PHP is listed by its exact name in Lista F2 of Portaria SVS/MS nº 344, de 12 de maio de 1998, Anexo I, Lista F2, as updated by RDC Anvisa nº 1.036, de 9 de julho de 2026, and is identified as 1-fenil-2-(pirrolidin-1-il)hexan-1-ona. Article 4 of Portaria SVS/MS nº 344 prohibits its production, manufacture, import, export, commerce, and use. The prohibition does not apply to activities conducted by authorized bodies and institutions strictly for research or medical or scientific work.

A-PHP is listed by its exact name as item 89 in the 2025 Catalogue of Non-Medical Narcotic Drugs and Psychotropic Substances and has been controlled since 1 October 2015. Except for experimental research conducted in accordance with the regulations, its production, trade, use, storage, and transport are prohibited.

Alpha-PHP has been listed by exact name as α-Pyrrolidinohexanophenon (other names Alpha-PHP, α-PHP and PV-7) in Anlage II of the Betäubungsmittelgesetz since 21 January 2021. Anlage II classifies it as a marketable but non-prescribable narcotic drug. Dealings including manufacture, trade, import, export, supply, acquisition and possession require federal authorization, subject to statutory exceptions, and unauthorized conduct specified in § 29(1) is punishable by imprisonment for up to five years or a fine. Personal consumption itself is not an offense enumerated in § 29(1), although unauthorized possession and other specified conduct remain punishable; § 29(5) permits a court to refrain from punishment for a small quantity intended solely for personal consumption.

Alfa-PHP is listed by exact name in Tabella I of D.P.R. 9 ottobre 1990, n. 309 following its insertion by Decreto 18 maggio 2018, effective 16 June 2018. Unauthorized production, manufacture, sale, distribution, and transport are criminal offences under Article 73. Article 73(1) provides imprisonment from six to twenty years and a fine from €26,000 to €260,000 for the enumerated unauthorized conduct involving Tabella I substances.

Alfa-PHP, chemically described as 1-fenyl-2-(pyrrolidin-1-yl)hexaan-1-on, is listed in Lijst I of the Opiumwet. The listing took effect on 28 October 2021. The Opiumwet prohibits its import, export, cultivation, preparation, processing, sale, supply, transport, possession, and manufacture.

Alfa-PHP is expressly listed as 1-fenyl-2-(pyrrolidin-1-yl)hexan-1-on in Förteckning I of Läkemedelsverkets föreskrifter (LVFS 2011:10) om förteckningar över narkotika. It has been regarded as a narcotic since 18 January 2019, and Förteckning I covers substances that normally have no medical use. Under the Narcotic Drugs Punishments Act, unauthorized possession, use, transfer, sale, production intended for abuse, acquisition for transfer, transport, and storage are criminal offences.

Since 1 August 2020, alpha-PHP, also named alpha-Pyrrolidinohexanophenon and chemically identified as 1-Phenyl-2-(pyrrolidin-1-yl)hexan-1-on, has been expressly listed in Anhang 5, Verzeichnis d of the Betäubungsmittelverzeichnisverordnung, which classifies it as a prohibited controlled substance. Possession, acquisition, cultivation, manufacture, storage, dispatch, transport, import, export, transit, sale, supply, prescribing, placing on the market and consumption are controlled. Under Article 8(5), absent a conflicting international agreement, the Federal Office of Public Health may grant exceptional permits for cultivation, import, manufacture and placing on the market of substances prohibited under Article 8(3), including alpha-PHP, when they serve scientific research, medicinal-product development or limited medical use; Article 8(8) also authorizes exceptional permits insofar as substances prohibited under Article 8(1) or 8(3) serve enforcement measures. Unauthorized conduct specified in Article 19(1) is punishable by imprisonment for up to three years or a monetary penalty, while intentional unauthorized consumption or an Article 19 offence committed for personal consumption is punishable by a fine under Article 19a; proceedings may be discontinued or punishment waived in minor cases. Under Article 19b(1), preparing only a minor quantity for personal consumption, or giving it without charge to a person older than 18 for simultaneous joint consumption, is not punishable; Article 1(2) extends control, subject to express exceptions, to specified salts, esters, ethers, carbamates, stereoisomers and preparations containing listed substances.

α-PHP is a Class B controlled drug under the generic cathinone definition in Schedule 2 Part II paragraph 1(aa) of the Misuse of Drugs Act 1971. The generic definition has applied to α-PHP since 16 April 2010. Possession, possession with intent to supply, production, supply, offering to supply, import and export are prohibited, subject to applicable regulations, licences, exceptions and statutory defences.
