Mephenaqualone

Mephenaqualone is not listed in Annexes I–III of the Betäubungsmittelgesetz (BtMG). Although those annexes separately list mebroqualone, mecloqualone, methylmethaqualone, and methaqualone, mephenaqualone's 2-phenyl and 8-methoxy substitution pattern is not covered by those substance-specific entries or their associated-form clauses. Its quinazolin-4-one structure also does not fall within any structural group in Annex 1 of the Neue-psychoaktive-Stoffe-Gesetz (NpSG), and it is not one of the three substances named in NpSG Annex 2. It is therefore unscheduled under the current federal BtMG and NpSG schedules. Mephenaqualone is also absent from Annex 1 of the Arzneimittelverschreibungsverordnung (AMVV), although chlormethaqualone is listed there. This schedule-based classification does not establish that every sale, import, manufacture, advertising, product presentation, or human-use circumstance is lawful under medicines, customs, consumer-safety, or general criminal law, and it does not apply to a preparation containing another controlled substance.
