AH-7921

Brazil's current consolidated Anexo I expressly lists AH-7921, also identified as 3,4-dicloro-N-{[1-(dimetilamino)ciclo-hexil] metil}benzamida, at item 11 of Lista F1, the narcotic-substances subdivision of Lista F for substances whose use is proscribed in Brazil. RDC Anvisa nº 18, de 13 de maio de 2015, originally inserted this exact name and chemical identity into Lista F1 and provided that the amendment would take effect upon publication; the current listing is in Atualização N. 101, issued by RDC Anvisa nº 1.036, de 9 de julho de 2026. Article 4 prohibits production, manufacture, import, export, commerce, and use, except activities by authorized bodies and institutions strictly for research and medical or scientific work. Article 4-A permits establishments duly authorized by Anvisa to hold and distribute analytical standards for laboratory analysis, teaching, and research. Lista F1 also covers chemically possible salts, ethers, esters, and isomers of listed substances, and salts of those ethers, esters, and isomers, except isomers expressly listed elsewhere. Under adendo 4, isomers not expressly listed in any of the regulation's lists are also exempt when they are components of medicines registered with Anvisa, as are medicines containing them.

AH-7921 is listed by its exact name as item 108 in the 2025 Catalogue of Non-Medical Narcotic Drugs and Psychotropic Substances and has been controlled since 1 October 2015. Its production, trade, transport, use, storage, import, and export are prohibited, with scientific and experimental use governed by applicable regulations.

AH-7921 is listed by exact name in Annex No. 3, List No. 3 of narcotic substances, of Government Regulation No. 463/2013 Coll. Under section 3(2) of Act No. 167/1998 Coll., substances in Annex No. 3 may be used only for limited research, scientific, and very limited therapeutic purposes specified in a handling permit. Government Regulation No. 184/2021 Coll. replaced Annex No. 3 with the text containing AH-7921, effective 3 June 2021.

AH-7921 is listed in Annex I of the Government Decree on Substances, Preparations and Plants Considered Narcotic Drugs (543/2008), under Schedule I of the 1961 Single Convention. It was first controlled in Finland on 2 February 2015 and has held its present Schedule I placement since 28 September 2015. Section 5 of the Narcotics Act prohibits its production, manufacture, import, export, transport, transit, distribution, trade, handling, possession, and use, subject to statutory exceptions for medicinal, research, control, and industrial purposes.

AH-7921 is listed by exact name and chemical identity in Part A, Section B, item 13ט(מב) of the First Schedule to the Dangerous Drugs Ordinance. The Ordinance classifies substances in the First Schedule, including their salts and preparations, compounds, mixtures, or solutions containing them or their salts, as dangerous drugs. Without authorization or a licence, production, preparation, extraction, possession, use, import, export, trade, transactions, and supply are prohibited.

AH-7921 is listed by exact name in Lijst I of the Opiumwet, with the chemical designation 3,4-dichloor-N-[[1-(dimethylamino)cyclohexyl]methyl]benzamide. The listing took effect on 1 July 2015. Article 2 prohibits its import or export, cultivation, preparation, processing, sale, supply, transport, possession, and manufacture.

AH-7921 is expressly listed in the Narkotikalisten as N I, with CAS number 55154-30-8, and is prohibited under section 5. Section 5 prohibits its production, acquisition, sale or other transfer, import, export, storage, possession, and use. The Ministry may grant exceptions for medical or scientific needs, and section 5 does not apply to travelers carrying medicines containing narcotics for their own personal medical use under section 19.

AH-7921 is listed by exact name in Annex 2, part 1 of the Minister of Health regulation on psychotropic substances, narcotic drugs, and new psychoactive substances as a Group I-N narcotic drug. It has been subject to Group I-N controls since 1 July 2015, and drugs in that group may be used only for medical, industrial, or research purposes. Unauthorized possession is punishable by up to three years' imprisonment, or from one to ten years for a significant quantity; proceedings involving an insignificant quantity intended for the offender's own use may be discontinued where punishment would be pointless in light of the circumstances and degree of social harm. Unauthorized manufacture, processing, or conversion is punishable by up to three years' imprisonment, unauthorized import, export, transport, intra-EU acquisition, or intra-EU supply by up to five years, and unauthorized placing on the market or participation in such trade by imprisonment from six months to eight years.

AH-7921 has been listed in Tabelul I of Legea nr. 143 din 26 iulie 2000 since 26 January 2018 under the chemical identity 3,4-dichloro-N-{[1-(dimethylamino)cyclohexyl]methyl}benzamide. Substances in Tabelul I are classified as high-risk drugs, and the law prohibits their unauthorized production, sale, distribution, purchase, possession, import, export, and consumption. Unauthorized trafficking-type operations involving high-risk drugs are punishable by 5 to 15 years' imprisonment, while unauthorized import or export is punishable by 10 to 20 years. Unauthorized cultivation, production, manufacture, experimentation, extraction, preparation, transformation, purchase, or possession for personal consumption is punishable by 6 months to 3 years' imprisonment.

AH-7921 has been expressly listed in Förteckning I of Läkemedelsverkets föreskrifter (LVFS 2011:10) om förteckningar över narkotika since 1 August 2013. Unauthorized transfer, acquisition for transfer, procurement, processing, packaging, transport, storage, possession, use, offering for sale, sale, and facilitation of narcotics trade are offences under the Narcotic Drugs Punishments Act. Production is covered when the narcotic is intended for misuse, while procurement, processing, packaging, transport, storage, and comparable handling are covered when the narcotic is not intended for personal use; unauthorized possession and use are separately covered without that limitation.

AH-7921 has been expressly listed by its chemical name as a Class A drug in Schedule 2 Part I of the Misuse of Drugs Act 1971 since 7 January 2015. It is also expressly listed in Schedule 1 to the Misuse of Drugs Regulations 2001, subjecting it to the requirements of regulations 14, 15, 16, 18, 19, 20, 23, 26 and 27. The Act restricts possession, possession with intent to supply, production, supply, offering to supply, import and export, subject to the applicable regulations, licences, exceptions and statutory defences.
