The Green List instead places unmodified rolicyclidine (PHP/PCPy; 1-(1-phenylcyclohexyl)pyrrolidine) in Schedule I and separately places 3-methoxyphencyclidine (1-(1-(3-methoxyphenyl)cyclohexyl)piperidine) in Schedule II. Those entries do not cover the target: the former lacks the 3-methoxy substitution and the latter has a piperidine ring rather than PCPy's pyrrolidine ring. INCB's March 2026 notice adds only MDMB-FUBINACA to Schedule II, with effect from 25 November 2026, and does not name 3-MeO-PCPy. Accordingly, the current INCB materials establish no scheduling of 3-MeO-PCPy under the 1961, 1971 or 1988 conventions.
