3-FMA

3-FMA is not separately named in the Drug Enforcement Administration's controlled-substances list dated August 27, 2026. Under the Controlled Substances Act, it is treated as a Schedule I controlled substance to the extent that it satisfies the statutory definition of a controlled substance analogue and is intended for human consumption. In that circumstance, knowing or intentional unauthorized possession, manufacture, distribution, dispensing, or possession with intent to manufacture, distribute, or dispense is unlawful under federal law. The federal analogue provisions have applied since October 27, 1986, and do not determine the law of any state, territory, tribal jurisdiction, or locality.

3-FMA (3-fluoromethamphetamine) is controlled as a methamphetamine analogue under Schedule I, item 18, of the Controlled Drugs and Substances Act. Health Canada's current Drug Analysis Service classification maps fluoromethamphetamine to that item, which expressly covers methamphetamine analogues. Unauthorized possession, trafficking, possession for trafficking, import, export, possession for export, and production are prohibited.

3-FMA is listed by its exact name as item 16 in the 2025 Catalogue of Non-Medical Narcotic Drugs and Psychotropic Substances. It has been controlled since 1 October 2015. Production, trade, use, storage, transport, import, and export are prohibited, subject to regulated exceptions for experimental or scientific use, reference standards, and production intermediates.

3-FMA (3-Fluormethamfetamin) is expressly listed in Anlage I of the Betäubungsmittelgesetz as a non-marketable narcotic drug. The listing took effect on 13 December 2014. Under § 3, authorization is required to manufacture, trade in, import, export, supply, sell, otherwise place on the market, or acquire narcotic drugs, and authorization for Anlage I substances may be granted only exceptionally for scientific or other public-interest purposes. Under § 29(1), unauthorized manufacture, trade, import, export, sale, supply, other placing on the market, acquisition or procurement, and possession without written acquisition authorization are punishable by imprisonment for up to five years or a fine. For a small quantity intended solely for personal consumption, § 29(5) permits, but does not require, a court to refrain from punishment.

3-FMA is covered as a Class C controlled drug by the amphetamine-analogue description in Schedule 3 Part 7 of the Misuse of Drugs Act 1975. Its 1-amino-2-phenylethane nucleus carries a methyl group on nitrogen, a methyl group on the carbon adjacent to nitrogen, and a fluorine substituent on the benzene ring, all of which the generic description permits. This classification has applied since 13 January 1988. Subject to the Act's exemptions, licences, regulations, and the special defence in section 29C for certain non-pharmacological possession, prohibited conduct includes possession, procurement, use, import, export, production, manufacture, supply, administration, sale, and offers to supply, administer, or sell.

3-FMA is expressly listed as 3-Fluormethamphetamin and 1-(3-Fluorphenyl)-N-methylpropan-2-amin in Annex 6, Verzeichnis e, of the Betäubungsmittelverzeichnisverordnung. Verzeichnis e substances are subject to the control measures applicable to Verzeichnis a narcotics and may be cultivated, manufactured, imported, exported, stored, used, or placed on the market only with authorization from the Federal Department of Home Affairs. Unauthorized conduct is punishable by up to three years' imprisonment or a monetary penalty.

3-FMA, identified as (RS)-1-(3-fluorophenyl)-N-methylpropan-2-amine, is expressly named at item 49 of the list annexed to Council of Ministers Decision No. 2013/5742, which subjects the listed substances to Law No. 2313 on the Control of Narcotic Drugs. Under Turkish Penal Code article 188, unauthorized manufacture, import, or export is punishable by twenty to thirty years' imprisonment and a judicial fine of 2,000 to 20,000 days; unauthorized domestic sale, offering for sale, supply, dispatch, transport, storage, purchase, acceptance, or possession is punishable by at least ten years' imprisonment and a judicial fine of 1,000 to 20,000 days. Article 191 provides two to five years' imprisonment for purchasing, accepting, or possessing a narcotic or stimulant substance for personal use, or for using one.

3-FMA is a Class A controlled drug under Schedule 2 Part I paragraph 1(c) of the Misuse of Drugs Act 1971 because it is an N-alkyl-alpha-methylphenethylamine with a fluoro substituent on the phenyl ring and falls within the provision's generic structural definition. The generic class has applied since 20 September 1977 and remains in the current revised provision; its exclusions for methoxyphenamine and compounds specified in paragraph 1(a) do not cover 3-FMA. Possession, possession with intent to supply, production, supply, and offering to supply are prohibited, subject to applicable regulations and statutory defences.

3-FMA (3-fluoromethamphetamine; 1-(3-fluorophenyl)-N-methylpropan-2-amine) is not listed by name or covered by an applicable generic structural class in France's consolidated narcotics and psychotropics schedules under the two orders of 22 February 1990, as amended by ANSM decisions. Annex III of the narcotics schedule lists amphetamine, methamphetamine, and 4-fluoroamphetamine, but 3-FMA is neither a salt nor a stereoisomer of those substances. The generic cathinone class does not apply because 3-FMA has no ketone, and the Annex IV phenethylamine class requires an N-benzyl substituent that 3-FMA does not have. Accordingly, 3-FMA is unscheduled under these national lists, but this classification does not establish that every form of sale, importation, supply, advertising, or use is lawful under other French law.
